And for more visual type persons (like myself) here is an example what you can do with savegame editing :)
Image
Except for the tender (ID 15) all wagons are with their right order. Locomotive ID 1, General Quarters ID 2 etc

I've discovered that having a certain type of wagon does not automatically activates it's functions! Like having both observation wagons but the sight range remained the same until I bought any kind of wagon to make the game update. So I've thought there should be a modifier hex for sight range, missile inspection car and spy operations.
I've discovered these hexes:

hex 3B - Observation Range Status (0-Base, 1-Observation Box, 2-Observatory)
hex 4B - Have Missile Launcher (0-No, 1-Yes)
hex 53 - Special Options (Spy, Inspection Cars, Missile Launcher) (1-Any, 2-necessary commodities are available, 3-More then one options are available)
hex 56-57 - Unknown but appears if any changes were made it changes to FF FD (starting game have it on 00 00)

Hex 53 is a weird hex. If you have nothing which enables the special operations it's value is 0.
If you have either, Line Inspection Cars OR Missile Launcher Wagon OR Spy Wagon it's value is 1. If you have line inspection cars you can use them but not the other wagons.
If you have either Spy Wagon AND spies or Missile Wagon AND Missiles it's value is 2.
If you have either Spy Wagon AND Missile Wagon but no Missiles AND Spies it's value is 3.
But when I had Spy Wagon with Spies AND Inspection cars it's value changed to 0!

That is interesting. 56-57 could used for skip all special option related branches. I can not see the reason behind 53.
Maybe it is needed for some event that has four different outcome depending on the cases you described. But what could be that?

Is 4B equal to 1 if you have no missiles?

Yes 4B is for if you have the Launcher not the missiles, I assume it activates the 4th panel which brings you to the launcher screen but you still need missiles and at least a 2 value in hex 53 to actually open the screen. Did not tested without missiles but hex 53 with value 2

Hexes 56-57 changes even if you don't have the special options. I've tested it with a starting game and I've only did was started up the engine, moved a few tiles than saved.

I see, so 4B is UI related, while 56-57 stores if anything changed since game start.
I wonder if 53 could be UI related too.

Looks like the hex 53 has to do something with the missile launcher screen and the spy missions. But according to my tests it have connection with something else as well!

Having the starting game with 16 inspection cars and hex 53 set to 0 I could access the option which allows the launch of these vehicles.
Having a spy wagon with 5 spies and setting to 1, 2, or 3 I could not access the spy screen!
Having a spy wagon with 5 spies and setting to 1, 2, or 3 and the 56-57 hexes to FF FD I still could not access to the spy screen!

Having both missiles and missile wagon, hex 4B set to 1 and hex 53 to 0,1,2 or 3 I could access the launcher screen!
